Circuit Clerk and Recorder
The Circuit Clerk is clerk of the civil, domestic relations, criminal and juvenile courts and also acts as the ex-officio recorder for the county. Duties include maintaining a record of all proceedings of the civil, domestic relations, criminal and juvenile courts, preparing the dockets for these courts, and preparing summons, warrants, orders, judgments and injunctions authorized by the circuit, domestic relations and juvenile court for delivery by the county sheriff. As ex-officio county recorder, the Circuit Clerk is responsible for recording deeds, mortgages, liens, surety bonds, and other orders and instruments which involve property within the county. Circuit Clerk Dennis Milligan is committed to making public records filed in the office more available on the Internet and the office more user friendly. He is working with the Arkansas Supreme Court's Administrative Office of the Courts to include Saline County records in the CourtConnect program. CourtConnect is a portal to public case information for courts using the ACS Contexte Case Management System. This portal allows anyone to access public information on cases using a computer or smart phone. "My goal is to provide all non-confidential records online for more efficient public access. In addition, we have a goal of providing electronic document filing in the future," Milligan said. This website is being provided merely for the purpose of providing instructions as to the procedures of this office and in no way should be construed as advice pertaining to laws. The scam may begin with a telephone call informing citizens that they have missed jury duty and an arrest warrant has been issued, or, the caller may inquire about the availability of a citizen to participate in jury duty. The caller may then proceed to request confidential information such as date of birth, Social Security number, credit card and/or bank account information. Saline County citizens are advised that employees of the Circuit Clerk´s Office do NOT solicit participation or seek any information from jurors over the telephone. Also, Circuit Clerk employees do NOT, under any circumstances, request confidential information such as credit card or bank account information. If you receive a telephone call claiming you have missed jury duty and the caller requests confidential information, do NOT provide any information. The Saline County Circuit Clerk cautions citizens of an identity theft scam where perpetrators pose as court employees. This scam has not been tried in Saline County yet, but has been tried in may places around the country.
