ARTICLE I. IN GENERAL

ARTICLE II. HISTORY COMMISSION
Sec. 30-26. Created; membership.
(a) There is hereby created an administrative board to be known as the History Commission for Saline County, Arkansas, composed of five citizens of the county who are qualified electors of the county.
(b) The commissioners shall be appointed by the county judge and confirmed by a majority vote of the duly elected and qualified members of the quorum court and shall hold office for a term of five years.
(C) If a vacancy occurs on the commission, it shall be filled by appointment by the county judge, subject to approval by a majority vote of the duly elected and qualified members of the quorum court. Each commissioner shall file with the county clerk the oath required by law in the state of public officials.
(d) Any commissioner appointed under the provisions of this section may be removed from office for cause upon a two-thirds vote of the duly elected and qualified members of the quorum court.

Sec. 30-27. Control of museums.
The commissioners appointed under this article shall have full and compete authority to manage, operate, maintain and keep in a good state of repair any and all buildings, equipment or installation of any kind in or upon the museums at the time they receive the same from the quorum court, or any that may be added thereafter, and to build or add any such buildings, equipment or installations necessary to carry on a museum. The commission shall have full charge of all buildings, grounds, and installations of such museums, or any other museum that may be hereafter acquired, including the right to control and permit, or refuse to permit, such public gatherings or other meetings or affairs as the commission shall see fit and deem to the best interest of the county. The commissioners shall have the right to employ or remove managers, caretakers, janitors and other employers of whatever kind of to fix, regulate and pay their salaries. It is the intention of this article to vest in the commission the authority to operate, manage, maintain, equip and control any such museums and to have full and complete charge thereof; provided, the commissioners shall not have authority or power to sell, mortgage or encumber such property in any way.

Sec. 30-28. Purchasing authority.
The history commissioners shall have, in addition to their other powers, the exclusive right and power to make purchases of all supplies, equipment and other property and things requisite and necessary for the management and operation of the county museums, including new construction and equipment as needed.

Sec. 30-29. Contracts authorized.
The history commissioners shall have authority to enter into contracts for the use of any museum facilities.

Sec. 30-30. Rules; regulations.
The history commissioners shall adopt such rules and regulations as they may deem necessary and expedient for the proper operation and management of museums, not inconsistent with this article or the laws of state and shall have authority to alter, change or amend such rules and regulations at their discretion.

Sec. 30-31. Quarterly reports; annual audit.
The history commissioners shall submit quarterly reports beginning three months after they take their oath of office, and each three months thereafter, reporting the full on the operations, including an accounting of receipts and disbursements, to the county judge and the quorum court; and shall furnish such other and further reports, data and information as may be requested by the county judge and the quorum court. The quarterly reports to the county judge and the quorum court with respect to receipts and disbursements shall be certified as correct by the commissioners. The commissioners shall also submit to the county judge and the quorum court an annual audit of the operations of the museum.

Sec. 30-32. Fiscal control; property bond.
The history commissioners shall have authority to utilize all revenues derived from the operation of the museums. All funds derived from the use of such museums shall be segregated into a county museum find which shall be used exclusively for the operation, maintenance, repair and additions to the museum by the commissioners. Monies in the fund shall not be mingled with other funds of the county and shall be handled exclusively by the commissioners. The commissioners shall each furnish to the county a $2,500.00 property bond, which shall be filed with the county clerk, which will insure the county against any misappropriation or mishandling of funds. The commissioners shall receive no salary, nor other form of monetary compensation for their services.

Sec. 30-33. commencement of operation.
The history commission shall be in existence immediately from and after the appointment and ratification of the commissioners composing the same upon their filing the oath of office prescribed herein; but it shall not receive or have control of the museums, not any part thereof, until such time as the quorum court shall, by proper resolution, transfer and vest such control in such commission.
